TSD's State Employee Charitable Campaign
WELCOME TO TSD's SECC webpage.
What is the SECC?
Created in 1993 by the state legislature, the State Employee Charitable Campaign (SECC) allows employees of the state and retirees to contribute to their favorite charities through an annual workplace giving campaign, which runs annually from September to October.
Through the efforts and generosity of state employees since, Texas agency and higher education employees (both active and retired) have contributed $195 million through the SECC – providing aid to their family, friends, neighbors, and countless others in need across the state.
How does it work?
- Each fall, employees have the opportunity to learn about the charities in the SECC.
- Employees have the chance to choose the ones they want to help.
- Once charities have been selected, employees can fill out a pledge form to indicate how much to donate to which groups.
- Employees can either make a one-time gift by cash or check. Or the employee can also have their gift deducted from each paycheck beginning at the first of the next calendar year (January through December).
- Employees can control their donations through TSD's CAPPS system under the "Charity Deductions" tab.
What charities are involved?
One of the great benefits of the SECC is the wide variety of charities and causes represented — there’s something for everyone. They range from small local organizations to large and well-known national and international groups.
Those charities that wish to participate must meet stringent legal requirements, and then be scrutinized by teams of state employees to ensure:
- They are recognized by the IRS as 501(c)(3) nonprofit organizations and registered with the Secretary of State.
- They are audited (or reviewed) annually by an accountant in accordance with generally-accepted auditing standards.
- They provide direct or indirect health and human services.
- They spend no more than 25 percent of funds raised on administration and fund raising unless they qualify for an exception due to special circumstances.
- They meet other requirements per the application.
How much should I donate?
How much to give is totally up to you; your generosity is no one's business but your own and remains confidential.
